Free Imperial City of Nuremberg:

Since the Golden Bull of 1354, Nuremberg was a free city of the Empire and the meeting place of the Imperial Diet, turning the city into the unofficial capital of the Empire. The city was progressively removed from the Burgraviate of Nuremberg, which belonged to the powerful house of Hohenzollern, until the official independence in 1427. By now, Nuremberg had become one of the wealthiest cities of Europe.

As shown on this coin, Nuremberg had two coats of arms; one representing an eagle with a king's head (left), the second showing half of the imperial eagle and red bends. The former then evolved and became a harpy in the Early Modern Era. Both coats of arms show the particular link between the city and the Emperor.
