The R and P of the mintmark stand for Roma and Prima, i.e. the 1st officina of the Rome mint. ЄѠC stands for EROS = AMOR, which is a palindrome for ROMA. The special mintmark was introduced for the celebration of the quindecennalia (Roma has XV on the shield) and used probably until a new coinage announced the incoming vicennalia.
