Roman Province - Coelesyria

"Division of Provinces" From an early age, Severus was a lover of law. As emperor, he surrounded himself with legal experts. He sought to defend the poor (humiliores) against the wealthy (honestiores) and to extend the care of the state to all inhabitants of the Empire. He expanded the central administration by adding two new imperial chanceries. He granted many African cities the status of municipia as well as Italian rights, thereby exempting them from taxes. For strategic reasons and to prevent civil wars, he divided the Empire's larger provinces into smaller units. He split Syria into two provinces: Coele-Syria, or northern Syria, with its capital in Laodicea ad Mare, and Syria Phoenice, encompassing Phoenicia and the former Coele-Syria.
