Reading of the inscription:

nswt dsrt nbt ts ts   -  Nisut desheret nebet teshu

The second picture shows in section 1:  (ni) swt dsrt - He/she belonging to the sedge plant (of Upper Egypt) and the red crown (of Lower Egypt)

Section 2 :neb-et - the Lady

Section 3: tsts (teshu or tawy) of the two lands or all lands.

 

The Metropolitan Museum of Art (Object Number: 27.3.289) has a steatite scarab with the same inscription, which they also attribute to Hatshepsut.
